Network of Consultants

The Company has a network of consultants with considerable international experience in financial markets and public sector debt and cash management. The network will be managed by Company Director, Ian Storkey, and associates, Mike Williams and Sanga Sangarabalan, and will work together on assignments either as individuals or a team, or sub-contracted under Storkey & Co Limited.

The network has developed extensive relationships with government debt offices and agencies involved in government debt management as well as individuals with public debt management experience. These relationships will be used to:

• identify resources to complement the network where needed, particularly in areas requiring hands-on practical experience in the establishment, operations and functions of a debt office
• keep up-to-date with new developments and sound practices in government debt and cash management
• assist with the provision of training
• organise short-term study visits that are comprehensive and ensure access to officials at the right level
• discuss practical aspects of public debt and cash management

All consultants have been carefully selected and approved, with more to be added subject to the approval of all three managers. The overall objective is to ensure that sound principles and practices are used on debt management assignments in a framework that aims for excellence in government debt management.

Crown Agents, working with associate specialists, provides debt management services to developing countries throughout the world. They have a technical partnership with the Commonwealth Secretariat whose pionering work in the field of debt management, particularly in the development of the Commonwealth Secretariat Debt Recording and Management System (CS-DRMS 2000+) is recognised world-wide.

Enrique Cosio-Pascal - Senior Consultant on Public Debt and Finance
Enrique Cosio-Pascal is an independent consultant offering assistance to Governments, International Financial Institutions and Regional Organisations on the evaluation and the improvement in public borrowing and debt management for specific countries or group of countries.

Their debt management team has extensive experience of providing technical assistance and training in debt and cash management to governments worldwide. Mike Williams is an independent consultant offering advice and consultancy to governments and related agencies on Government Debt Management and Government Cash Management, including Strategy and Domestic Market Development, Institutional Capacity Building, Risk Management and Governance.
